Does Router operate in Network Layer?

Router in fact the layer 3 (Network) device, so obviously operate at the layer-3

its a very simple answer.
but i will give you a some explanation.

Router handles IP Addresses and made decition by IP-Addresses.

IP Addresses are on layer-3.

So clearly router operate on layer-3 (the network-layer).
