Hi,
IS-95 B is a complete standard and cant be explained here.In short what i can tell you is it is the enhancement over IS-95A standard and have certain features like.
1.Support of low speed data
2.Dynamic handoff threshold feature- which enables a smooth handoff transition with the variable thresholds and not dependent on just parameters like T_ADD,T_DROP, But obviously these parameters acts as a input to calculate dynamic add and drop margins.
