Why GSM is using HLR and VLR both ??

HLR is a master database of the subscribers & VLR is local database wherever subscribers are physically located.BOTH VLR & HLR can be access by MSC.Using both of them eliminates the need for excessive and time-consuming references to HLR.

VLR and HLR are both databases in GSM but HLR keeps record permanent as well as VLR is temporary it changes as mobile user moves from cell to cell

HLR - Home Location Register, it registers mobile
users of the home location of an operator. This
information is stored permanently weather a user
is in roaming or not

VLR - Visitor Location Register, it registers
mobile users who are using mobile phone outside
their home circle (i.e. roaming).

The requirement of HLR & VLR is for easying call
process, and to ease load on MSC.

In GSM we use both HLR and VLR because if the uer moves from its home location register to any other cell or roam towards other area then VLR records its database as HLR.
