i think ..............1.) Dealer can program via keypad at point of sale (terrible!)
2.) Subscriber can program at home via call from customer service or blind
envelope delivery (no better!)
3.) Pre-programming at manufacturer“s facility (I have a visceral hatred for this
solution)

1.) Within AC only (does not isolate the A-Keys from access through MSC“s or
HLR“s)
2.) Service provider home-grown database systems (do not provide for secure
distribution to an AC or phone)
3.) At mobile phone manufacturer“s facility (why would anyone rely on terminal
manufacturers for network security?)

A-Key distribution to mobile phone
