When the Proxy-CSCF receives a session request, it gets quality and access information from the Serving-CSCF and transfers it to the PDF. Then, the PDF translates the policy information into Common Open Policy Service (COPS) commands. The COPS commands are sent to the Policy Enforcement Point (PEP) on the GGSN which establishes Quality of Service (QoS) and gathers billing information.
