Dial plan is nothing but a set of instructions for reaching various phone numbers. For example when we dial 5053128929, telecom switch should be able to recognize the digits and send it the call manager for routing and Translation. Also feature like *74 or # or even 911 should be recognized correct.

Dial plan is nothing but the tables in telecom switch which tells how the call will be handled and routed when it reaches telecom switch/MSC.
