In my understanding I know that there are other professionals to whom are based on acceptance test procedures for telecom equipments e.g. acceptance test of GSM site, BSC, core network, GPRS and others. The perpose of this people is to ensure reliability of telecom equipments; here most of telecom operators do hire consultants for performing acceptance test with contractors to ensure that equipments installed are reliable with high performance as required.
