Hand-off back: Refers to, moving from the VLR (Visiting Location
Register) of the serving MTSO to our
HLR(Home Location Register)

Hand-off to third: It refers to moving from the VLR of
neighbouring MTSO to the next VLR of another MTSO(Mobile Telephone Switching
office).
