It represents a speech frame that is transmitted at the end of a 20ms speech ..... via the 64kbps rate is then reduced to 13kbps by use of a voice coder.

The PSTN lines will be connected through the 64Kbps lines(remember the twisted pair wire cable terminated at the land line) so a transcoder is required to convert the 13 Kbps line into the 64 Kbps and vice versa.
